The Global Week Ahead
Mexico’s Senate Holds Final Vote on Controversial Judicial Reform Bill; Trump and Harris Debate, and the ECB Makes A Tough Call on Interest Rates
September 9 - 13, 2024
Markets are nervously watching the Mexican government's legislative march toward making the judiciary an elected role rather than one that is appointed, from the Supreme Court on down. Only one other nation elects its Supreme Court—Bolivia—and it did not turn out very well. As the Economist reported this week, it's been a complete disaster, leading to a heavily politicized judiciary and several attempted coups.
Both the Canadian and US governments, via their ambassadors in Mexico City, have expressed their strong concerns, and businesses are worried contract law will become the domain of local politicians and drug cartels. Despite widespread protests in opposition to the measure, the Mexican Senate is expected to ratify the measure this week following the Mexican lower House passing it last week. The legislation is all part of outgoing President Andrés Manuel López Obrador's (AMLO) move to punish the Supreme Court for overturning several of his other highly controversial legislative efforts. Interestingly, there is a good chance the Supreme Court will rule the legislation itself is unconstitutional, which will set up a very tense political scenario in Mexico City (for an excellent brief on the situation, our friend Ryan Berg at the Center for Strategic and International Studies wrote a superb overview you can read HERE).
Also this week, former President Donald Trump and Vice President Kamala Harris will meet for their first (and perhaps only) presidential debate Tuesday night. The stakes could not be higher as most recent polling shows the two candidates locked neck-and-neck with two months to go before the elections.
Turning to the global economic radar screen this week, markets are cautiously watching the European Central Bank meeting on Thursday to see if the ECB lowers rates further or holds off as several EU countries – particularly Germany – struggle economically.
Also this week, US inflation figures for August are released, hopefully further solidifying market expectations that the Federal Reserve will begin lowering rates when they meet the following week (September 18). The debate has gotten a little heated this past week as to whether it would be a cut of 25 basis points or if the Fed would go big and cut 50 basis points. Also, this week, the University of Michigan consumer survey comes out Friday, and most economists expect it to tick up slightly.
Looking at what else is going on in Europe this week aside from the ECB meeting, the UK releases July GDP figures, which will be important as the UK Parliament begins debating contentious legislation to cut household fuel subsidies this week.
In Asia, China will have a big week, releasing inflation, trade, and overall economic activity figures—all coming after a recent report showing PMIs sagging. Also, this week, Japan will release its Economy Watchers Survey and PPI figures.
Below is what else we are watching closely around the world this coming week:

U.S. Financial Regulatory Week Ahead
Moving to Full Throttle: Washington Ramps Up On Multiple Regulatory Fronts This Week
September 9 - 13, 2024
Congress returns to work this week, having been out of session since the end of July. The rest of Washington’s regulatory world is already buzzing with activity, and combined, there is a lot going on.
In the coming week, we will closely watch the House Financial Services Subcommittee on Financial Institutions hearing entitled “Transparency in Global Governance.” The hearing is aimed at how the Basel Committee, the Bank for International Settlements (BIS), and other international organizations interact with US financial regulators and their influence on regulatory developments. The only problem is that these organizations are refusing to appear, infuriating Subcommittee Chair Representative Andy Barr (R-KY). At this point, we are not sure who will testify, and no one is listed on the Committee’s website.
Also on the Hill this week, the House Agriculture Committee is scheduling a closed-door hearing for members to get briefed and up-to-speed on “event contracts.” For those of you unfamiliar with event contracts, they are the ability for financial traders to put “contract” wagers on, well, everything. As Politico noted, it can be things as weird as what a movie’s Rotten Tomato scores will be.
Also this week, Federal Reserve Vice Chair for Supervision Michael Barr will speak at the Brookings Institution on the status of the Fed's Basel III regulatory initiative. Considering the proposal has come under withering criticism from banks and Congress (not to mention public doubts from Fed Chair Jay Powell and several Fed Governors) and has been intensely rewritten, Barr’s comments will be important.
SEC Chair Gary Gensler will give a speech and participate in a fireside chat at a Peterson Institute for International Economics event. The topics of the discussion seem likely to be wide-ranging.
Last week ended up being a bit busier than anyone expected. We would note that Acting Comptroller of the Currency Michael Hsu gave an important speech at the Joint European Banking Authority and European Central Bank International Conference in Frankfurt, Germany (which was not added to his public calendar until the very last minute). In his remarks, Hsu said regulators should consider creating a process for officially designating which banks within the domestic financial system are important – DSIBs. Hsu pointed out some other countries already do this and suggested the US follow suit.
Also, last week, a Federal Court blocked the CFTC’s rejection of US election betting markets – talk about good timing for all you election junkies out there!
Below is what else is happening in the regulatory world in Washington this week:

Mexico's Judicial Reform Risk, Bad Best on "Peak China," and Germany's Economic Challenge
September 6 - 8, 2024
Latin America
AMLO’s Plan C and the North American Bloc, If We Can Keep It Center for Strategic and International Studies
As Mexico’s president, Andrés Manuel López Obrador (AMLO) begins his final month in office, he has started a farewell tour of the country and launched his last crusade to cement his legacy. Driven by a mélange of revenge and a sense of unfinished business, the president has pushed a series of constitutional reforms introduced in early 2024 as a sweeping package referred to as “Plan C.” (Plans A and B failed to pass in Mexico’s Congress or were ruled unconstitutional by the courts.) Among other things at stake are the independence of Mexico’s regulatory bodies, Mexico’s electoral agency (which serves as an exemplar in Latin America), and the independence of Mexico’s judicial branch. Thus, it is not hyperbole to say that Mexico’s ability to continue playing a starring role as a strategic partner in economic security initiatives and near-shoring could evaporate in the wake of Plan C’s passage.
Electing Top Judges Has Been A Disaster in Bolivia The Economist
Bolivia is the only country in the world that elects its top judges. Mexico may soon join the club. Yet Bolivia’s experience has been disastrous. The courts have become a prize to control, the opposite of being a neutral arbiter. President Luis Arce, who took office in 2020, and a former president, Evo Morales, both want to be the ruling party’s candidate in the presidential election next year. They know the courts may ultimately decide who it will be. That has set off a fierce fight to control them. Last year, the opposition accused Mr. Arce’s government of torpedoing judicial elections that should have happened in 2023 so as to maintain its influence in the courts. The battle poisoned Bolivian politics so badly that it opened the door to a coup attempt by power-hungry soldiers.
What Happens When Half a Million People Abandon Their City New York Times
It was once a thriving metropolis in the heart of Venezuela’s oil country. About a quarter of the residents (eight million people) of Maracaibo, Venezuela’s second-largest city, have moved away — and more are expected to soon follow. The reason? Political repression at the hands of President Nicolás Maduro and economic destruction from Maduro’s reign of power.
2024 Venezuela Election Protests: Harsher Repression at Home and More Global Reach Than in 2019 ACLED
One month after the 28 July presidential elections, Venezuelans demonstrated at home and abroad to demand electoral authorities publish the election tally sheets among wide-spread evidence of massive election fraud. Just as in 2019 following the last elections which saw wide-spread fraud, Venezuelans have protested against President Nicholás Maduro’s fraud. Inside Venezuela, at least 22 protesters have been killed, mostly by pro-government militias, and over 2,400 people arrested during anti-government demonstrations since the election results were announced. Outside Venezuela, ACLED records almost nine times more demonstrations supporting the opposition and rejecting the election results than in 2019. This reflects both the number of Venezuelans who have fled the country, which has more than doubled since then, and stronger support for an opposition that has shown greater unity and organization.
China
Organizing American Policy Around “Peak China” is a Bad Bet Ryan Hass/China Leadership Monitor
Our friend and colleague, Ryan Hass, writes how China’s leaders confront mounting internal and external headwinds to their country’s continuing rise. At home, Beijing’s economic engine is sputtering. Abroad, countries are pushing back against Chinese attempts to export its way to economic growth. On the security front, countries are banding together to guard against China’s expansion in military capabilities. This confluence of challenges has caused some American analysts to declare the end of China’s rise and warn that Beijing could lash out militarily before it begins its downturn in national power. China’s leaders explicitly reject suggestions that the country’s best days are behind it. They believe China’s path to greater global influence is widening as America’s dominance in the international system wanes. It would be a mistake to organize American policy around “peak China” theory. The United States and China are locked in a long-term competition for global influence. This competition ultimately will turn on national performance. That is where America’s policy focus must reside for the United States to preserve its privileged position in the world.
Global Trade
Trade Wars, Tech Rivalry and Geopolitical Tensions Federal Reserve Bank of St. Louis “On the Economy” Blog
In the last decade, escalating trade wars, technological rivalry and growing geopolitical tensions have shaped the global economic landscape. The U.S.-China trade dispute, concerns over technological supremacy and shifting alliances have dominated headlines and policy discussions, emphasizing the importance of geopolitical alliance in an increasingly volatile global economy. The authors offer three key figures using 2015 data to shed light on the relationship between geopolitical distance and international trade patterns before the recent escalation of global economic tensions. They also offer some interesting insights into the role of tax have countries and the relevance of geopolitical distance growing in global technology trade.
Africa and the Race for Control of Critical Minerals
Maximizing the Benefits of the Renewed Global Interest in Africa’s Strategic Minerals Carnegie Endowment
Negotiations between African governments and foreign investors are often characterized by the various skills, technical capacities, and information asymmetries that shape the balance of power and influence outcomes. The dynamics of these negotiations—in pursuing extractive and infrastructure projects, in particular—merit a special focus, as agreements to carry them out often bind African countries for several decades. Africa is home to a substantial share of the world’s reserves of mineral resources needed for the clean energy transition and could therefore be the main theater for the global race among China, the United States, European countries, Persian Gulf countries, and others to secure access. The International Energy Agency estimates that manufacturers of clean energy technologies will need forty times more lithium, twenty-five times more graphite, and about twenty times more nickel and cobalt in 2040 than in 2020.
Europe
Germany’s Growth Model is Broken Mark Sobel/Taylor Pearce – OMFIF
The German economy, Europe’s largest, has stagnated since the end of the pandemic. Recent data hardly give rise to optimism about its near-term prospects and the stagnation has reinforced malaise among German society – especially in the economically weaker former German Democratic Republic states, as evidenced by 1 September elections in Thuringia and Saxony. Debates are now swirling, even if improbable, about whether the current governing coalition can remain intact through its term. But the economy’s roadblocks are far more than cyclical. They are deep-seated and structural and were manifesting themselves even prior to Covid-19. Is Germany becoming once again the ‘sick man of Europe’?
Germany and Europe Can Boost Security by Reforming Capital Markets German Council on Foreign Affairs
Poorly developed capital markets in Germany and across the European Union (EU) hurt European security. Reforming them can foster economic dynamism, reduce harmful dependencies, and enhance Europe’s military edge. If German and EU politicians took a strategic view, they would clearly see the need to overcome fragmentation in the financial sector, increase risk appetite, incentivize private investment in innovation, and optimize regulation to meet economic and security needs.
The Global Week Ahead
Summer is Over, and A Hectic Autumn Begins: US Elections Heat Up, China Ramps Up Relations with Africa, Germany’s Historic Elections, And What US Job Figures Will Tell Markets
September 1 - 8, 2024
Summer is now over (per the UK Meteorological calendar, which says September 1 is the first day of Autumn, and we are entering a hectic and likely historic autumn. The US presidential elections loom a little over two months away (the first presidential debate between former President Donald Trump and Vice President Kamala Harris is scheduled for September 10).
But in the coming week, there will be some very significant events markets will watch closely. Beijing will be bustling this coming week as China hosts the China-Africa Forum. Leaders from across Africa will attend the meeting to discuss climate issues, increased trade opportunities, and likely new loans from China to many of the attending countries. The meeting is all part of Beijing's efforts to expand its influence across the continent while securing critical mineral rights and increased trade opportunities.
But that is not all that is happening in Beijing this week. UK Foreign Minister David Lammy is expected to visit for meetings with China's top diplomat, Wang Yi, and a possible meeting with President Xi Jinping. Additionally, Chief US Climate Advisor to President Biden, John Podesta, will visit to discuss cementing new climate goals. At the same time, US Undersecretary of Commerce for International Trade, Marisa Lago, will travel to Tianjin, China for meetings with her counterpart on a wide range of issues stressing the US-China relationship. Both the Podesta and Lago meetings come on the heal of US National Security Advisor Jake Sullivan's meeting with President Xi and Foreign Minister Wang last week.
The big event in Europe this week is the state elections held today in Germany (Sunday) – the impact of which is shaking most of the rest of Europe and beyond. The states of Saxony and Thuringia held votes, and it appears the far-right Alternative for Germany (AfD) Party has won in Thuringia – the first time a far-right party has won a state poll since World War II. The AfD took second place in Saxony – but just by a little more than a percentage point – to the Christian Democrat Party. Additionally, the far-left Sahra Wagenknecht Alliance (BSW) showed growing strength in both elections, coming in third in both, while the ruling SPD Party came in a very weak fourth place.
Both the AfD and the BSW strongly oppose military and financial aid to Ukraine, and both have expressed sympathy for Russian President Vladimir Putin's views on the War. However, neither party is expected to win enough seats to form a ruling coalition. And virtually no other party wants to create a coalition with the AfD due to their neo-Nazi leanings.
Also, this week in Europe, former Italian Prime Minister and European Central Bank Chief Mario Draghi will meet with EU Parliamentary leaders to discuss a forthcoming "landmark" report on EU competitiveness. Last year, EU President Ursula von der Leyen asked Draghi to conduct the study and recommend how the EU can better compete globally. The report is expected to make a number of seismic recommendations, primarily aimed at filling the productivity gap between the EU, the US, and China.
Also this week, Russian President Vladimir Putin travels to Mongolia to commemorate the joint Soviet-Mongolian defeat of Japan in World War II. But the real significance of the trip is that Mongolia is a signatory of the International Criminal Court, which has a warrant out for Putin's arrest since 2023 for war crimes. This is Putin's first visit to an ICC signatory nation since he directed the invasion of Ukraine. Mongolia has no intention of honoring that signature or of arresting Putin, a blow to the ICC's stature.
Looking at the global financial and economic radar screen for the coming week, markets are looking at the US jobs report (non-farm payrolls) being released this coming Friday (will they be softer or more robust than expected, and will that, in turn, lead to a larger rate cut by the Federal Reserve later this month?). Also this week, the Federal Reserve releases its Beige Book, and the Bank of Canada meets to decide interest rates.
Moving to Asia, China releases PMIs and the Caixin indexes, while Japan releases closely watched wage figures, and Australia releases second-quarter GDP figures.
In Europe, markets will closely follow the EU Parliament's reception of the Draghi reported above. Meanwhile, Germany will release closely watched industrial production and trade balance figures as well as factory orders—all critical indicators of whether the German economy is beginning to recover or is still struggling.
Below are the other key events around the world we are watching closely:

The U.S. Financial Regulatory Week Ahead
September 2 - 6, 2024
Washington Gets Back to Work… Sort Of…
And What is Going on at the FDIC?
Monday is Labor Day, the last day of summer, and the virtual starter gun is being fired for what will be a busy and, at times, wild autumn in Washington. Schools are back in session, vacation is over, and Washington is back to work (except Congress, which gets back September 9th).
There really is not anything of note on the regulatory agenda this week—traditionally, this is the week everyone in Washington uses to get back in the groove of work and prep for the onslaught of regulatory meetings and rule-making, lawsuits, legislation, and of course, the November elections.
This past week, the one big event of note was yet another blow-up at the Federal Deposit Insurance Corporation (FDIC) when FDIC Board Member Jonathan McKernan released a memo blasting the Democratic members of the board—including Chair Marty Gruenberg—for how they intend to move forward in investigating senior FDIC officials for creating and maintaining a toxic workplace, including allegations against Gruenberg. In a closed-door meeting this past Wednesday, the board voted along partisan lines on how the investigation will be conducted.
McKernan said that what was voted on was a “convoluted and complicated process” that limits the information available to outside investigators. However, the public cannot judge for themselves because the board voted to keep the resolution secret and will not publish it.
To be clear as to the extent of the crisis at the FDIC caused by Gruenberg, it is worth reviewing the facts of the situation: Gruenberg, who was cited by an outside review conducted by the law firm Cleary Gottlieb as leading and allowing a highly toxic workplace at the FDIC for years (and apparently is still under investigation in some way) refuses to resign and is allowed to vote on how he should be investigated. The majority of the FDIC board also refuses to allow the public to see the resolution they voted on describing how investigations will be conducted. And Gruenberg will almost assuredly be sitting in the chair for the rest of the year because he knows, and everyone else knows, his successor will almost assuredly not be confirmed by the Senate until the spring of 2025. How the once mighty FDIC has fallen.
As we started this week’s note by saying, the regulators are not conducting much public business. The SEC has a closed meeting scheduled, and one Fed speech has been scheduled.
We hope you enjoy the week – it is going to get very busy the following week and months to come:

What is Driving China’s Long-Dated Bonds? Carnegie China
The People’s Bank of China (PBoC) is determined to rein in what it fears might be a government bond bubble because of its possible disruptive impact on Chinese banks. Yields on long-dated sovereign bonds have been falling since December of last year when, after a few fairly stable months during which China’s ten-year sovereign bond traded between 2.60 and 2.70 percent, bond prices rose sharply, causing yields to drop 10 basis points during the month. What is driving this frenzy?
The Downward Spiral: A Macroeconomic Analysis of the Opioid Crisis Federal Reserve Bank of Cleveland Working Paper
There have been more than 700,000 opioid overdose deaths since 2000. To analyze the opioid epidemic, a model is constructed where individuals choose whether to use opioids recreationally, knowing the probabilities of addiction and dying. These odds are functions of recreational opioid usage. The model is fit to estimated Markov chains from the US data that summarize the transitions into and out of opioid addiction as well as to a deadly overdose. The epidemic is broken down into two subperiods: 2000-2010 and 2010–2019. The opioid epidemic's drivers, their impact on employment, and the impact of medical interventions are examined. Lax prescribing practices and misinformation about the risk of addiction are important drivers of the first half of the epidemic. Falling prices for black-market opioids combined with an increase in their lethality are found to be important for the second half.
Work More, Make Much More? The Relationship between Lifetime Hours Worked and Lifetime Earnings Federal Reserve Bank of St. Louis
Earnings inequality in the U.S. and around the globe is a major topic of research among economists. A key objective of this research is to isolate the quantitatively important forces that shape inequality. In this post, we consider a factor that has been largely neglected so far by the literature, namely differences among individuals in hours worked. In particular, we investigate the relationship between lifetime earnings inequality and lifetime hours worked. In line with many empirical studies, lifetime here refers to ages 25 to 55, a person’s prime working years. In this blog post, we focus on male workers, who were more likely to have uninterrupted employment histories than female workers during the period we are examining. We are able to construct a sample of 3,006 male workers for whom we have observations of earnings, weeks worked and weekly hours worked for each age from 25 to 55 (either via a direct report or via a simple imputation procedure for missing observations). Since we are interested in lifetime earnings, our sample already conditions on having worked in at least one year between 25 and 55.
Mexico’s Judicial Reform Crisis
Last Crusade of Mexico’s President: A Drastic Redesign of the Judiciary New York Times
President Andrés Manuel López Obrador (AMLO) is scheduled to step down from power in October, succeeded by recently elected Claudia Sheinbaum. But before he leaves, AMLO is driving hard to push through a highly contentious legislative effort that would require all judges to be elected and no longer appointed. Foreign governments – including Canada and the US – and foreign investors have been openly critical of the effort as it will likely not only highly politicize the judiciary but also open it to significant interference by the drug cartels. The effort is already having a significant negative impact on the Mexican Peso.
Mexico Will Pay Dearly for AMLO’s Judicial Revenge Bloomberg Opinion
The ruling party’s huge constitutional overhaul sets the country on a volatile path, hurting investment potential and complicating the incoming political transition. Just how intense is the pressure Mexican President Andrés Manuel López Obrador (AMLO) putting on judges? Mexican Supreme Court judges have been told they can resign now and keep their pensions or risk competing in an election next year and then lose their benefits. Mexico is in uproar over the future of its justice system.
China’s Unemployment and the World Economy
China’s unemployment conundrum and its implication for global trade Hinrich Foundation
How bad exactly is unemployment in China? Consider these examples: An increasing number of fresh college graduates are joining the gig economy by taking low-skilled jobs such as delivering food as they struggle to find jobs commensurate with their degrees. The number of people under the age of 25 who applied for manual jobs in the first quarter of 2024 surged 165% compared with the same period in 2019. A memo from an airport in Wenzhou city indicated that the airport had hired architects and engineers as ground managers and bird controllers. Since December 2022, over 10 protests occurred at Carrefour stores across the country due to store closures and unpaid wages. Alibaba, China’s e-commerce giant, cut 20,000 jobs, or 12.8% of the total employment in the 2023 fiscal year, following a 7% cut in the previous year.
German State Elections
Putin’s Next Coup Politico EU
This coming Sunday, elections are being held in three eastern German states—Brandenberg, Saxony, and Thuringia—that are likely to usher in Russia-friendly parties, giving the Kremlin a foothold once again in Germany.
Germany’s far-left disruptor claims credit for limiting aid to Ukraine: Sahra Wagenknecht’s party rises in polls ahead of regional elections in Eastern German States Financial Times
Sahra Wagenknecht, Germany’s most prominent far-left politician, has taken credit for the government’s decision to limit military aid to Kyiv, saying her strong opposition to arming Ukraine was influencing Berlin’s policy on the war. Her political party, the Sahra Wagenknecht Alliance (BSW)—yes, she named the party after herself—has surged in the polls in the three eastern German states holding elections this coming Sunday.
German coalition unlikely to last until September 2025 Official Monetary and Financial Institutions Forum/David Marsh
The Chairman of OMFIF, David Marsh, who is also a noted scholar of German politics and economics, writes that a sense of foreboding is building in Germany about prospects for government stability. Under pressure from all sides, the fractious three-party coalition under Chancellor Olaf Scholz may not last the legislative period up to the scheduled general election in September 2025. Scholz is trying to keep his creaking administration intact given the high-tension international environment, but the forces leading to break-up could soon become overwhelming. And the ongoing and long-running public bickering among the coalition members over the 2025 budget is not helping.
The Global Week Ahead
August 25 - September 1, 2024
In Focus: Still Holding Out Hope for a Gaza Cease Fire; US National Security Advisor Sullivan Heads to China for High-Level Talks; Mexico’s Judges Protest Against Sweeping Reforms, and Inflation Data Released Before the Federal Reserve’s Next Meeting
Summer comes to an end this week, and we are all bracing for an extremely busy Autumn in the US and around the world. The tense situation in the Middle East will continue to dominate the attention of markets this week, especially after Israel’s massive preemptive strike this weekend on Hezbollah forces in southern Lebanon. The strike is the biggest military action so far this year between Israeli Defense Forces and Hezbollah forces. More than 100 Israeli fighter jets struck sites across the region, reportedly destroying a number of missile sites – estimated to be more than 40 sites – that were reportedly preparing to strike Tel Aviv and other urban centers in Israel.
Yet, despite this significant uptick in fighting, negotiators are set to meet in Cairo this week, and the Qatari Prime Minister travels to Tehran for talks. Additionally, US Chairman of the Joint Chiefs of Staff General Charles Q. Brown, Jr., is traveling to Israel to ensure defense preparations against further Iranian or Iranian-affiliated attacks, emphasizing the US’ determination to discourage any attacks that could derail negotiations.
It seems some sort of cease-fire deal has been within reach for months now, but sources tell us this time, it is closer than ever. We would note Iran has continued to hold off striking back at Israel following the assassination of a senior Hamas official who was visiting Tehran and the killing of a senior Hezbollah commander last month, actions Iranian officials swore to retaliate for.
Meanwhile, U.S. National Security Advisor Jake Sullivan will travel to Beijing this week for meetings with senior Chinese diplomat Wang Yi. The purpose of the meeting is to discuss ways to improve dialogue between Washington and Beijing, how to further incapacitate the fentanyl trade coming out of China, and surely discussions about China’s support for Russia’s war against Ukraine. While Sullivan has had increasingly regular talks with Wang over the last two years, this is the first time he has visited Beijing for such meetings – and the first time a U.S. National Security Advisor has traveled to Beijing since 2016 when then-National Security Advisor Susan Rice went at the direction of President Barrack Obama.
This will be a big week in Mexico – the United States’ largest trading partner – as the country’s judiciary begins massive protests against a highly controversial “reform” effort by Mexican President Andres Manuel Lopez Obrador (AMLO) to push through legislation requiring all judges be elected by popular vote instead of being appointed. The worry is this will make the judiciary highly politicized and also allow drug cartels to have an even greater ability to control the legal system. And it has foreign investors deeply worried about what it could do to commercial law in the country. AMLO’s proposal has been endorsed by his successor, Claudia Sheinbaum, who is set to be sworn in as Mexico’s new president in October.
Looking at the global economic radar screen this week, markets are looking at US PCE and CPI prints this week – the last ones to come out before the Federal Reserve meets to discuss – and, as Fed Chair Jay Powell indicated in a speech in Jackson Hole Friday – begin lowering interest rates. Additionally, the Conference Board releases the closely watched Consumer Confidence Index this week.
In Asia, it is a big week for economic reports. Japan releases its August CPI figures, labor market numbers, and industrial production numbers. China sets its 1-year MLF rate (along with a flood of Chinese corporate earnings), and Australia releases its August CPI.
Turning to Europe, CPI numbers will be out for the Eurozone, Germany, France, Spain, and Italy this week. Germany and France also release consumer confidence reports, giving investors a deeper sense of whether the two economic engines of Europe are getting back on track or will continue sputtering.
Here is what else we are watching closely around the world this coming week:

U.S. Financial Regulatory Week Ahead
Washington Slowly Creeps Back to Work
August 26 - 30, 2024
For much of the US, schools are back in session, and most folks have wrapped up their summer holidays. But in Washington, next week is the last week of summer holidays. Which means it will still be mostly quiet around town and at the regulatory agencies. The only regulatory activity we can find is the Securities and Exchange Commission (SEC) holding an open meeting and the Federal Trade Commission (FTC) holding an administrative court hearing about horse racing. But as the last week showed, Washington is slowly getting back to work and getting revved up for a busy fall.
Perhaps the significant event last week was not in Washington but in Texas, where a federal judge blocked the FTC’s sweeping ban on noncompete agreements. The ruling slammed the FTC, saying, “In sum, the Rule is based on inconsistent and flawed empirical evidence, fails to consider the positive benefits of non-compete agreements, and disregards the substantial body of evidence supporting these agreements.” The FTC is likely to appeal the ruling, but it does not look good that the FTC will ultimately succeed – as most observers predicted when the FTC first launched into this effort.
Meanwhile, the FDIC announced the hiring of a former federal prosecutor to oversee the agency’s efforts to root out the toxic workplace culture exposed in an independent report earlier this year. Carrie Cohen, who currently is the co-chair of the investigations and white-collar practice at the law firm of Morrison Foerster and is a former Assistant District Attorney in the Southern District of New York, was hired by the board. Her hiring triggered a new round of Congressional Republicans to demand the immediate resignation of current FDIC Chair Marty Gruenberg (who continues to refuse to resign until a replacement is confirmed by the Senate – which probably won’t happen until 2025).
Finally, we saw Federal Reserve Board Vice Chair for Supervision Michael Barr speak about the constant battle banks and regulators are waging against cyberattacks and technology failures. Barr said such attacks are increasingly growing as threats: “There is a lot of work to do. It is a constant process, a constant battle as the technology changes.”
We expect the week of September 1st (Labor Day) we will see a significant pick up of events. Until then, enjoy the relative quiet! Below is the listing of events among regulators in the coming week:
U.S. Congressional Hearings
U.S. Senate
· The Senate is out of session for the month of August and returns to work on September 9.
House of Representatives
· The House is out of session for the month of August and returns to work on September 9.

The Crisis in Venezuela
A Question of Staying Power Center for Strategic and International Studies
In response to protests against its brazen election theft, the Maduro regime in Venezuela has unleashed a wave of violent repression. While the exact numbers vary, credible human rights organizations have logged nearly 2,000 arrests, some even of minors and young children, and more than two dozen people killed. Venezuelan president Nicolas Maduro bragged that more than 2,200 arrests had been made and that prisons repurposed to house new political prisoners would feature “reeducation” and “hard labor” camps. Meanwhile, reports from low-income barrios around Caracas convey that regime intelligence services have marked homes of protestors with a black “X.” Rather than hiding repression, the regime has launched a public campaign called Operación Tun Tun (Operation Knock Knock) meant to instill maximum fear by arbitrarily knocking on doors. The regime has filmed security forces breaking into protestors’ homes and arresting them and openly publicized videos of arbitrary arrests—one of them set to the popular Christmas song “Carol of The Bells.”
Venezuela: Possible Paths Forward Americas Quarterly Podcast
Since the election on July 28, Nicolás Maduro has unleashed a wave of repression not seen in Venezuela before. The question on everyone’s mind is, what now? Will Venezuela move further down the path of a dictatorship, or is there some chance of a negotiated solution that might lead to a democratic transition? In this episode, Roberto Patiño, a civil society leader and a member of one of the opposition parties, discusses the opposition’s strategies, evaluates the positions taken by Brazil, Colombia, the U.S., and Mexico, and describes what he sees as cracks in the Maduro regime.
U.S. Elections 2024
Beliefs About Political News in the Run-up to an Election Charles Angelucci, Michel Gutman, and Andreas Prat/National Bureau of Economic Research
The closer we get to the election, the more we hear about “fake news” and a lack of neutrality in the media. From where we sit, there is definitely something to it – the question we have is how much of is intentionally slanted due to reporters’ personal political viewpoints filtering into the story or just poor reporting. But what about the reader’s role? In this new study, three economists developed a model to look at the influence of elections on the formation of “partisan-driven information universes.” The study shows a partisan impact on the news during election periods. Outside of the election season, an individual is 4 percent more likely to choose a true story if it favors their party; in the days prior to the election? This increases to 11 percent.
Global Demographic Trends
Europe’s Demographic Winter and the New EU fiscal Rules VOX EU/Center for Economic Policy Research
The EU recently settled on a revision of its fiscal rules replacing a system increasingly seen as “one size fits all” when it came to debt sustainability analysis for EU members. While this might make a lot of sense, this paper argues that many EU member states are facing a sustained demographic decline now and in the years to come, a careful assessment of the uncertainty surrounding population projections is needed.
Korea faces income losses within half a century without more labor migration Peterson Institute for International Economics
South Korea is facing a social and economic crisis caused by its rapidly aging population. Today, South Korea is the second oldest nation in the world with 40 percent of its population being 65 years old or older. For years, South Korea had highly restrictive immigration policies. But in the early 2000’s the country began opening the door to immigration to offset the loss of workers. But it is not enough as the below chart indicates, as Korean income losses per citizen due to aging is expected to decline by 10 percent within 18 years. The only way to avoid this projection (that only get worse in outlying years) to ramp immigration – a true social and cultural challenge to this ancient society. And it should be noted: Italy, Germany, Spain, and China are not far behind South Korea in facing this demographic catastrophe.
Geoeconomics and Industrial Policy
“Shadow Reserves”: China’s Key to Parry U.S. Financial Sanctions War on the Rocks
As the U.S. and China continue to spar over financial and trade issues, Beijing has found a way to insulate their strategic trade away from dollar-based sanctions. China’s central bank has steadily shed its official U.S. dollar reserve holdings – which means, if China were to decide to invade or blockade Taiwan, the U.S.’ ability to impose financial sanctions on China will be diminished. But it is not complete – far from it: only a third of China’s goods trade are settled in renminbi.
Attracting CHIPS Investment: Industry Recommendations for Policymakers Semiconductor Industry Association
Chips are integral to the 21st century economy, from electric vehicles, AI data centers, and medical technologies to mobile devices, energy grids, and streaming platforms. Historically, semiconductor supply chain production activities have concentrated in a handful of regions. But as global chips demand increases, and the industry responds to geopolitical uncertainty and other disruptions, companies are diversifying their global investment footprint to improve supply chain resilience. In our new SIA-BCG report, Attracting Chips Investment: Industry Recommendations for Policymakers, we recommend policy actions governments can undertake to better attract investment based on the following five key factors that semiconductor companies evaluate when making investment decisions.
Clean Investment Monitor: Tallying the Two-year Impact of the inflation Reduction Act Rhodium Group/MIT Center for Energy and Environmental Policy Research
As the United States approaches the two-year anniversary of the Inflation Reduction Act (IRA), this report provides a comprehensive analysis of actual investments in clean technologies and infrastructure since its enactment. From the second half of 2022 through the first half of this year, actual business and consumer investment totaled $493 billion, a 71% increase from the two-year period preceding the legislation. This report includes a detailed state-level breakdown of clean investment in the post-IRA period.
The Global Week Ahead
Could There Finally Be A Ceasefire in Gaza? Indian Prime Minister Modi Makes a Historic Visit to Ukraine, and Central Bankers Gather in Jackson Hole
August 18 - 25, 2024
The situation in the Middle East will continue to dominate the geopolitical outlook this week as negotiations seeking a ceasefire in Gaza, and the release of hostages held by Hamas appear to have gotten closer to an agreement. US Secretary of State Antony Blinken will travel to the region again this week – his ninth trip there this year – hoping to clinch a deal. But ongoing fighting between Hezbollah forces and Israeli forces intensified over the weekend and risks escalating into a far larger regional fight.
Meanwhile, the Democratic National Convention begins in Chicago. As many as 50,000 people are expected to participate. But the party nomination of Vice President Kamala Harris may be marred by widespread protests by activists opposed to the Biden Administration’s supportive policy for Israel in Gaza.
This coming week will mark a historic first: Indian Prime Minister Narendra Modi is expected to visit Kyiv, Ukraine to meet with Ukrainian President Volodymyr Zelensky. Modi is seeking to play a role in helping to broker a peace deal between Ukraine and Russia, an effort that has been publicly encouraged by the US. Modi will also visit Poland, the first time an Indian Prime Minister has visited the nation in 40 years.
Another important diplomatic trip this week is Vietnam’s new leader, To Lam, making his first official visit to China and his first overseas visit as President. He will meet with President Xi Jinping, where the two leaders will likely finalize an important railroad deal and discuss ongoing tensions between the two nations over disputed territory in the South China Sea. Vietnam has been stepping up its international diplomatic and trade efforts this year, upgrading ties with the US, Japan, and India. But Vietnam also hosted Russian President Vladimir Putin in June, raising eyebrows in Tokyo, Washington, and Brussels.
Turning to the global markets and major economic events this coming week, markets will be laser-focused on Jackson Hole, Wyoming where the annual Kansas City Federal Reserve Conference will feature most of the leading international central bank chiefs. Federal Reserve Board Chair Jay Powell will give a much-anticipated speech Friday and markets will be hoping for further indications of interest rate cuts being made at the next Federal Open Markets Committee meeting in September.
Also this week, both the Federal Reserve and the European Central Bank will be releasing minutes from their last interest rate meetings. The ECB will also be releasing their consumer expectations survey on Friday.
This week’s other important releases this week include PPIs out of Germany, the UK, and Eurozone, while Japan releases CPI and July trade balance figures. Also of note in Japan this week, the Japanese Parliament (Diet) will hold a joint Lower House and Upper House Financial Affairs Committee hearing featuring Bank of Japan Governor Kajuo Ueda and Finance Minister Shunichi Suzuki to discuss the Bank’s rate increase in July and what it might mean for Japan’s economy longer term.
